A fire door is rated as a complete set. The replacement has to carry the fire resistance level the building was approved with, and it has to be installed with the frame, seals and hardware that rating depends on.
A door with the right label hung in the wrong frame is not a compliant door.
It is not unusual to find a door that has never been compliant — a solid core door fitted during a refurbishment because it looked similar, or a set swapped without anyone checking what it was replacing.
That turns up at inspection rather than at installation, sometimes decades later, and it is one of the reasons the first inspection of an older building produces more defects than the owner expects.
