The question is whether the assembly can be returned to the configuration it was certified in. Seals, closers, hinges and furniture usually can be. A leaf that has been cut, drilled through, delaminated or water damaged usually cannot.
Getting that judgement right is worth money. Replacing a door that only needed seals is expensive; repairing a leaf that should have been replaced is worse than expensive.
A repair has to preserve the tested assembly. Packing a frame, planing a leaf to close a gap, or fitting hardware that was not part of the tested set can each leave a door that shuts beautifully and is no longer compliant.
That is why this work belongs with a contractor who holds the licence and knows what the door was certified as.
