What follows is indicative. Door count and access set the price more than anything else, and nobody can quote a building properly without seeing it.

Door count first. Per-door rates fall as the number rises, and below roughly twenty doors a building is priced on attendance instead.
Access second. Where apartment entry doors are in scope the inspection needs notice, scheduling and repeat visits for the ones nobody was home for. That is the main reason two buildings of the same size quote differently.
